This is certainly a HOP-UP turnbuckle tie-rod set the Tamiya cars aided by the TL01 type chassis.

Turnbuckles allow the modeler to ajust tie-rod size without eliminating the tie-rod through the vehicle
Hex modification in the exact middle of the turnbuckle for a 4mm wrench (and a knurled part next to the hex for needle-nose pliers)
