Japan Maritime Self Defence Force (JMSDF) had been created in 1954 and quickly began the deployment of landing vessels. At that time, only tank landing ships borrowed from the U.S. had been used. From 1965, however, japan produced, "Atsumi" and "Miura" kind landing ships, deployed one after another. With the rising size of vehicles and gear become packed, and as a result of the expanding selection of duties become performed, the implementation of multi-purpose landing vessels with increased loading capability and maneuverability became necessary. With a loading ability of 50t, overall duration of 27m, the LCAC can load one Type 90 tank or over ten light cars, manned by a crew of 5 and up to 24 JSDF troops.

The "Ohsumi" kind of vessel allows the efficient transportation of JDS ground troops to strategic areas, rescue of civilians in the event of major normal tragedy, and possibly functions as a supply base for un Peace maintaining Operations.
