They are intended to change Ackermann geometry and steering behaviour; any scrub radius change will be minimal and depends on your overall steering assembly setup.

Do I need different bearings when fitting these plates?

No special bearings are required when swapping the plates. Use the existing steering block bearings unless you notice wear or play that needs addressing.

Are these plates suitable for dusty or muddy conditions?

The 7075 T6 construction resists wear, but regular cleaning and inspection after dusty or muddy running will keep the steering assembly functioning smoothly.
