They are dimensioned for the XRAY XB808 shock cartridges, but check seal fit and shaft clearance during assembly to prevent binding.

Will these work with my current spring rates?

Yes, they are compatible with standard springs; tuning spring rate and oil weight together will give the best handling response.

Do I need special tools to fit them?

Basic shock tools are sufficient: a small spanner for caps, seal pick for replacements, and a clean work area to avoid grit on the hardcoat surface.
