Will this change front camber or just track width?

The main change is front track width; camber is set by the suspension geometry. However small spacer moves can subtly affect roll centre and perceived camber effect during cornering.

Is the part compatible with aftermarket hex hubs?

It is designed around the stock hex configuration for SO2.0 based cars. Some aftermarket hubs may fit but double check dimensions and spline compatibility before fitting.
